CAS Illuminator is an electronic state monitoring solution.   This web-based software solution collects special education data from districts across the state into a central repository to be used by the state’s special education monitors to analyze data.

How does CAS Illuminator work?
Monitors choose an appropriate method for auditing, such as generating a random sample of folders or by specifying a particular area of focus (e.g., all IEP's with a Transition component).  Then, CAS Illuminator can electronically accept specific data elements from the school district(s), alleviating the need to spend vast amounts of time in the file rooms of the districts just collecting data. 

The monitor performs the document review and determines if a situation merits an onsite visit for further discussion.  Instead of driving hundreds of miles, the monitor has performed a preliminary inspection in his or her own office.  Time and travel costs have been saved while assisting the districts in achieving higher compliance.

After reviewing and analyzing the data automatically pulled into the repository, staff build and manage all of their monitoring reports in this single repository that allows for access from any secure Internet browser.  Staff can work from virtually anywhere, at any time.  The centralized, accessible system also allows for reporting of individual monitoring events as well as a powerful aggregated reporting tool to analyze statewide trends and needs.
